I was wondering how they would top the lavish refurbishment of Newbury's police cells, covering up the murder of David Kelly or the Chief Constable getting us to pay for her party dresses, but I knew they wouldn't let me down.
The publishing of the information is a Government requirement. The cost quoted is only for the actual publishing, not the staff costs of gathering and collating. Interesting that some areas meet the requirement via different methods than an individual-to-locality booklet. TVP is the largest non-metropolitan police service/force, so it would likely have to be in the upper reaches of a publication method. It also suffers a high number of individual LAs due to being a three-county service.

Not sure how they 'covered up' the David Kelly death as it was one of the TVP DCs who first queried the status of the 'scene'.
Newbury Police cells were falling so far behind the Home Office standard they would have fallen out of use. The community would then have made a fuss about prisoners having to be taken to Reading/Lower Earley - the mileage, lost time, etc......
The CCs expenses? Shout loud and often!!!!
