I thought they had already used dispersal orders in Newbury (e.g. the small park opposite St. John's Post Office).

If they do it is not working. The last time I went through Newbury I was surprised with the amount of drinkers on our streets. Police were also there, but they took no notice.

I noticed with one group, they had decanted their booze into pop bottles.

Yes, I've seen that. It is a popular move by some youngsters. But I am sure the police are aware of such tricks.

I agree, they need rehabilitating, not punishing.

Giving them fines they can't pay or threatening to give them three meals a day, a bed and a roof over their head in prison isn't really any deterrent.

Only trouble is if you do not give money they will just nick the booze.

The trouble with food vouchers is that the innocent will suffer as well. Also; they can be sold on the black market and all you end up doing is penalising the honest person.
