Fining people - (oops, levying 'excess charges', not fines) when it was known to be illegal or was likely to be illegal, is arguably fraud and malfeasance in public office. As in the case of the unlit sign on the American Bridge, witholding the charges and not refunding them compounds the crime.
I'd make more of a fuss, but I'm not one of the people caught in these particular incidents, though the council did try to charge me a couple of years ago over parking. I told them that their charges were illegal, and why, and I refused to pay. Nothing more was heard from them.
If the council tries to 'fine' me again, I might point out that I have told them about some of the many flaws in their enactment of parking regulations and signs, and that their continued actions against drivers therefore amount to fraud.
Hopefully, it won't come to that. I try to park sensibly and reasonably.

You are just expected to do your job. I was told by one team leader that I wasn't paid to think and she wasn't joking. Those at the top decide everything, The only way it will ever change is to get shot of those who run the place at the moment and bring in someone who gets rid of the rest.
