One of the key points will be to ensure that the data definition and source are absolutely reliable, day on day. This would then stop the distortionists. Statistics are pointless unless you can accurately report like against like. As I write, we are being told we have the highest death toll in Europe, may be the case BUT what are we and they counting? The greater the difference in definition / source the less value even for trend analysis.

Speaking as a qualified statistician and member of the Royal Statistical Society I couldn't agree with you more. There is no point comparing apples with pears or indeed any other fruit. Per capita measures are a good place to start but there are other factors to take into account as well. The John Hopkins University dashboards are a relatively unbiased source in terms of presenting the currently available global Covid data.
