One wonders if WBC staff were so indoctrinated with Political Correctness training,
that they let this disgusting local taxi driver continue on for many years, putting passengers
(+ others) at risk?

No, the answer is far more simple. 'Taking action' means work; something WBC aren't inclined to do, no matter who you are!

Do you know what a metaphor is? The phrase is quite a common one to suggest someone is being racially prejudice.
