Apologies for coming to this late in the day, but why does the cost of repairing the financial damage fall to residents and not the Councillors?
The report by BDO, and comments made by the ex-Clerk, suggest strongly the debt is the result of 'inappropriate' spends throughout, that the Members were told were wrong....

Just north of Roy's cottage is the entrance to his car parking area/garden. Whenever I've visited (not recently) parking in there has never been an issue......

'Longer trains' may be a point. Many of the steam trips have 12 or more coaches, modern trains far fewer. So why can't more carriages be added?

Looking at the story identified in the OP I think it is totally within the rules of Purdah. No party political identification, no member quotes. The Councils do not cease to operate; things continue to happen and be dealt with. The securing of extra funding to reduce (significantly) a worthwhile project seems like something worth reporting. In fact, without all the party political waffle and posing the story is much more concise and informative.

Of course, there is absolutely no saving whatsoever, the cost is merely transferred from WBC Council Tax to Thatcham Town Council precept (not subject to cap).
Were the block to close WBC would retain the costs, and would also have to cope with the complaints from shopkeepers and citizens re the whiff of urine (or worse) when the populace are caught short on the way home......

The 'struggle' I refer to is based on the fact the infrastructure at present does not support the traffic plan. If the Council did not 'object' then many other plans would use the precedent. All the '106' type schemes only come in after the building plan is well on the way. Here a visionary benefactor clears the way, purely for the community benefit, by paying WBC to improve a road layout. That project does not appear on any WBC highways plan I know of, and it would take years for it to be built under usual protocols. This is a convenient way to get a plan 'approvable'.
We should applaud such largesse by a local citizen.

My thinking....

Developer (company) knows the planning application will struggle because of the road network. WBC not minded to fund in the absence of 'funding'. Developer may not pay the Council, so a benefactor comes forward to do the works purely for the benefit of the community (lucky!). The fact he has connections to the development company is pure chance.
WBC 'want' Sandleford, so will not look a gift horse in the mouth. Plans passed, now await the full planning application to arrive, with traffic problems all sorted.

I cannot ever remember a benefactor upgrading public roads at his/her own expense......
