Does anyone know if the Narrowboat is scheduled to reopen?

There was talk of a retail redevelopment of the area but I see the pub is still there and there is no evidence of construction work.

Walking along the Kennet a few days ago, I could not help but notice how shabby and downmarket the area around the pub is now.

Nothing deteriorates quicker than a disused building. There was work in the car park about 3 months ago but nothing since so it is assumed that the developers then pulled out. On a side issue I do have trouble seeing the homeless sat in town centre doorways in the wet when there are empty buildings stood...well empty. But of course our beloved council would rather spend money on a flash cycle path along the A4.

Don't worry comrade Corbyn is going to "end" homelessness. I guess he is going to have kidnap squads for the ones that choose to live on the streets and turn down offers of help!

I don't believe anyone chooses to be homeless. I think are some who choose not to accept help that comes with certain caveats, and I am sure there are some who made bad choices which led them to their situation. But it flies in the face of human nature to make life hard for yourself.

To some it's a way of life in afraid, there's also a lot out there with mental health issues, many, as you say, don't want conditions heaped on them by people who really should know better. Southampton and Portsmouth are quite good with their outreach programs, many staffed by volunteers, there's even a vets service to help their pets to cope.
