I saw Shaw Hill was shut at the Love Lane end this morning. Looked like a house part way down had been gutted by fire

The article refers to NTC's opinion on the application - resulting, I assume, in an objection to the plans. WBC make the real decision, not NTC.

John Selwyn Gummer happened - Berkshire shrank by a third, losing the parishes north of the Ridgeway, and Newbury Borough Council was abolished and Newbury became part of Newbury Rural District (the former name of West Berkshire). Up to then NBC was the planning authority for Newbury.
