Maybe this could be an answer to the OP and subject of this post.
Driving along A4 today in heavy rain with it's associated poor visibility and would estimate approx. 60% of cars with no lights! ohmy.gif

So how do you know they were cars if they didn't have their lights on?

Stupid cars!!!

My lights will come on automatically when the wipers are in full continuous (regular speed) and the speed is over 30mph. Then they will not turn off till the rain stops and average speed is below 20mph for 30 seconds!

Let alone in the rain I see lots of people with no lights on at night time!!! Cars with dashboards which are lit up constantly no doubt do not help.

Now I rarely, if ever, resort to this on any forum but unfortunately, lacking any reasonable argument or debate potential to that statement I have to reply...............

He said people, not cars. Unlit pedestrians at night should be heavily fined, IMO.

And never mind the A4 - there were drivers on the M4 yesterday with no lights (on their cars, to avoid confusion) and visibility is poorer obviously, with the spray.
