Is there any sign at all of an explanation for the unspent Section 106 funding?

In general my view of West Berks Council is that they aren't much worse or much better than others I've come across. I've lived in South Oxfordshire, London, Nottingham and Birmingham (and then London again, before moving here) and based on that experience I'd say that local authorities are much like any other organisations: sometimes they get it right and sometimes they get it wrong. If you want horror stories about organisational incompetence, I'm happy to bore you with details of the various ****-ups by airlines with which I've flown. And don't even get me started on banks. Some posters here seem to have a bordering-on-the-insane hatred of WBC, but that's their problem. On the whole, it's amazing that councils manage to function at all given the lack of any relevant experience of most of the councillors we elect and the burdens that the Wallies in Whitehall place upon them.

Having got that off my chest, the 106 underspend seems like a real scandal in the making. It's completely incomprehensible. The only explanation I can think of is that they were earning interest on their deposits which they used to fund operating costs. Thoughts, anyone?

We can whinge on here as much as we like, but how many of you have written to your local councillors to demand an explanation for this? Thought not. Me neither, but I probably should.
