This was not waste ground, it's just been allowed to go to waste. Under the origanal planning application for Forrest Edge, this was going to be used for Commercial Building, that were never built. Millers have then tried several times since the origanal application to have houses built. The infrustructure just isn't there to support the increase in housing in Hermitage over the past years.

Standard developer tactics......... Offer an application without filling all the space with houses (shops in this case). Wait to demonstrate no-one will buy the space for the agreed purpose..... Put in an application they know will fail then put in a 'proper' one the Council will struggle to resist.
106 payment buys out the infrastructure issues, and trouser pockets fill with pictures of Her Majesty....
