What is even more obvious is that it coincided with Putin dipping his toe in the democratic pond and, surprise surprise, his countrymen rally their support for the poor fellow.

The EU has finally woken up to the huge hole we are going to leave in project federal europe so is finally beginning to talk in a more reconciling manner. As for the Russians I doubt Putin ordered it but he was probably given the option of saying no. As it happens it fitted his agenda so let "them" carry on. I expect that the #novachok agent used was old and probably not as potent and therefore this was the outcome. I still think it was likely a drone delivery.
