I have just been though Northbrook street and was surprised to see at least two people selling cheap goods out of a trolley. One was a lady accompanied by a baby in a pram.
Now, I thought this sort of "trading" was illegal.
Maybe they have a license, maybe not but in my opinion it starts to make the place even more tatty than it is now.
I know this is how Alan Sugar started but it all looks a bit squallid to me and I bet the legitimate traders are not happy about it.

One of the girls in my office just bought a product for a pound that retails at ten pounds in the shops from one of these 'street sellers'

Whilst I am all for a little entrepenueral behaviour in todays climate I would hazard a guess that these products are probably a little 'hot'.

You'll notice that the 'stalls' these people set up are on wheels. Thus they can obtain a Pedlars License from any police station in the coutry for £12.50 pa and legally trade anywhere in the country.

This is different to a Street Traders License which is granted by the local authority. So, the Flower Stall in Northbrook Street, being fixed, will need a STL, whereas a flower stall on wheels won't .

Some councils though, such as Bath, don't take the view that selling from a wheeld cart is Pedling.

Very interesting, I didn't know that.
So the number of street pedlars can be controlled by the issuing of Pedlers Licenses.
What about a buyers statutary rights regarding the return of faulty goods. Does the Council ask the Pedlars for some assurances before granting the license?

They are supposed only to be in the same spot for 15 mins - the idea being that a Pedlar trades as they travel. Standing all day outside Boots in Northbrook Street seems to contravene this part of the 1871 Pedlars Act.

The Sale of Goods act should still apply, but it would depend if you could return the goods in time....

It was one of those egg things that ladys use to remove dead skin from their feet. Retails at a tenner but they were being flogged for a quid.

By the way - I have 300 laptops available for £29.99 each. They are not 'hot' at all. Honest Guv. wink.gif

If someone is standing in the street and selling, they need a street traders licence avaialbel from the council for £2010. You must have public liability insurance to the sum of £5m.

A Street Trading Consent is not required for:

• trading as a Pedlar under licence issued by a Police Authority;

The little wheels is a loophole that the 'pashmina' sellers etc etc exploit.

don't know where they are selling these at £10 - what a rip off. Last few weeks they have been all over Blackbush market , initially at £2.50 and now at prices around £1.25

So the mobile stall seems to be selling pretty much in line with real world prices.
