I guess when they made those promises there wasn't the increased demand for new housing that I'm led to believe there is today. Or maybe there was and they just buried their heads in the sand / didn't foresee the need to build new houses in Newbury (/Shaw-c-Donnington) / assumed that any new housing would be built somewhere else... In either case, it sounds like a promise that was never likely to be kept.

Thatcham Moors, The Racecourse, Manor Park and so on all bigger and no shops or schools. Sandleford yes, because that's where they think the posh people live; just looking after their own.
