The inference was that if society sees fit to punish then it is fair to assume that they will feel aggrieved if those who contravene the law are not made pay for their sins, and therefore are ultimately responsible for offenders still being at large. In an ideal world drug addicts would stay in their council funded dwellings and their particular poison would be delivered free gratis by Royal Mail but the world is far from that.
