Admin Fraction is the fraction of the precept that is spent on administrative costs as opposed to operational costs (
see for example here). The larger the Admin Fraction the less efficiently the council are delivering our services and the higher the tax bill for a given level of service.
The Admin Fraction comes straight off the precept leaflet so I've graphed it for the last 11 years. It tells quite a story. In 2006-07 the Admin Fraction was as low as 23.1%, and since 2008-09 the efficiency of the council has consistently deteriorated and this year the Admin Fraction is 31.2%. Each year the council delivers less services and spends more on administrative busy-work.
If the council was operating today at its 2008-09 efficiency the saving in administrative busy-work would be £73k. Hardly an insignificant sum.
