I saw this in The Telegraph on Sunday and can't say I am surprised.
For years, Newbury and West Berks have been plagued by the pestilential menace that is chugging, and now, knocking at our doors, the awful churglers. In my experience a curt b....r off !!! has the desired effect .
 Seriously though ,having read the article it does pose the question that if this practice doesn't contravene the law on obtaining monies by deception then it is something that needs addressing without delay, if it does ,why are no arrests being made and examples being made of ? -------------------- Rem tene verba sequentur
