One of the reasons WBC is short of cash is because of the unfair way central government pays out its contribution. This means Scotland get far more than their fair share. Agreed years ago and enshrined in the Barnett formula. Ironically, even Barnett himself says its unfair and outdated. Now the Scottish ruling party, through their deputy leader says an independent Scotland can afford to stand on its own, please let's abolish Barnett NOW!

Yes, but we know why Scotland gets it, to keep them on-board. But what would you replace it with? You have to have some sort of checks and balances. There is an old saying; be careful what you wish for as it might become true. Is there any true system that can't be criticised? Another thing; who decides on something different? The government and can we trust the government to think it through properly considering their past record?
