What I meant was (as they say) the events are all 'spontaneous', set off by a local activist/supporter. Thus when the police/Council want to impose any restrictions, develop a plan for managing the peaceful protest, it is all but impossible to identify the 'organiser'.

Businesses do pay their tax bills - in accordance with the Finance Acts passed by the Government of the day. The recent fusses have followed from pre 2010 Finance Acts. While I'm not convinced the changes you may desire will take place, they had more chance then than now, I suspect.
