Last Friday.
I have always managed to dispose of my litter safely into the bins in Newbury. Any day. Any hour of the day. And the bins don't have to be empty to do that

I am not a councillor so cannot answer how much, but I do realise that no matter how much is spent (and it's never enough for some), it is the lazy scum around in Newbury that are causing the litter, rather than just solely the council's fault. But why not blame everyone but the culprits
Unless you actually identify and punish the culprits with heavy fines and public humiliation (eg a month of collecting street litter), our litter problem will probably never ever go away.
You could double the spending each year until there was a 1 collector to 1 dropper ratio and then we might end up with clean streets but I can't see that happening (nor would I want that much spent on lazy scum who want to live in a mountain of waste).
But in the liberal, touchy feely world we live in nowadays, that isn't really encouraged is it?
Even though the problem can only get worse if no action is taken, it is considered far to politically incorrect to name and shame the culprits
