Photograph taken yesterday.

There's little point in saying anything to the perpetrators: they'd just think it was hilarious and run off laughing pushing old ladies into the road and/or vomiting on the pavement as they went. If it was up to me they'd be hunted down, slaughtered and ground down for cat meat but I appreciate some people might think that would be a little over the top.

But the parents? What should we say to the parents? They're out there somewhere in Newbury.

I guess that depends on how old the kids are. 20+ and I would go with the cat meat.

On the contrary, a totally proper comment. The parental issue is as valid for those whose past upbringing failed to embed cicil responsibility as for those oiks who are currently being shown no role model worthy of the name

Sorry but looking at the picture I can't actually see anything wrong?? I just see a twig that's fallen over...

but yes User23 is correct everything is blamed on young people without any sort of evidence, it's all judgemental.

Extraordinary number of assumptions in the O.P. from the behavior after the fact, through the idea of there being more than one miscreant, onto there being 'parents' plural to tell, ending with them (the parents) being in somewhere Newbury.

Still, the rest of the post seems quite calm, reasoned and rational. (really).

Iti is tricky to assume that kids are monstrous sub-humans.
Over a short period last year big cars in a 2sq mile area were scratched
including the local councillor.
PCs sat in cars overnight eating doughnuts. It turned out to be a female
beyond her 30s doing it at 6am. I got done. Some got done twice.

Think the location is on Rectory Close just by the exit to City playground. If so then it is statistically likely that yoofs were involved as its a main route to / from the school.

Not saying they were, but it is likely.

If you are right about the location (I suspect you are) then it is as likely to be drunks staggering home.

Totally agree, hence my earlier observation on the 'parental responsibility' covering adults who had never been taught better as well as those with younger elements of citizenry going through up-bringing

The same happened on Turnpike. The police knew who had damaged the trees. When asked why they didn't take matters further they responded "We've got more important things to do." Which creates a chain reaction, thus nobody gives a sh*t. So why should parents admonish their kids when the law and society regard such vandalism as not important or trivial? The same with dog mess. Kids have dogs and allow those dogs to foul the footpath. Again when asked why they don't do anything; "more important things to worry about." Kids then think they are untouchable and progress up the ladder to more serious crimes. All with the knowledge that they are untouchable.
