I think it is unfair that couples and even families cant use swimming pools together whenever they are open for public use.

Many years ago, I used to go for a pre-work dip in the indoor pool and as a child we would go dead early in the summer when it first opened. Because the air was cool, the pool felt warmer. I think most people would quite reasonably expect to be able to go swimming in a municipal pool within normal open hours.
