Agreed, but i can imagine this person to be a sad loner in his bedroom aiming an air rifle out the window... walking around with one is a bit dumb... so i guess my idea could be right.

Most unlikely, since this was in Vanner's Lane, Enborne (NWN should really learn how to spell the names of towns and villages on their patch). There are few houses, as a quick look at Google Earth will show you, and presumably everyone would know who their neighbour was.
