Could someone explain, words of one syllable preferred, why the carrying of a knife is deemed a criminal act even though the owner has no intention whatsoever of using it as a weapon but feral youths are deemed innocuous unless they carry one ?

Surely what we need is less criminals as opposed to more police ?
