My understanding of impeachment is that it is served on a person in public office.
As Blair is not in office, the only effect it may have is to prevent him from ever holding that position again.
Is that about it or have I got it wrong?

Yes, it appears you're right there.
The American definition means to charge someone in public office, but the UK definition is to charge (someone) with treason or another crime against the state.

I wonder what purpose would be served if he was prosecuted and indeed for what? Accepting that he ran Presidential style of government; that isn't really our way and there are/were constitutional checks and balances that were supposed to stop such abuses of power. So, if prosecution happens, there will be a good few other accessories after the fact!
