Of course he is suggesting they are stolen goods. Even though you can easily get 5 as part of a shop you might do 2 or 3 times a week. So if you go shopping twice a week it would take like a month to get the vouchers. That's not forgetting they may be being given them off non-driving friends. Because Biker1 owns a Nissan he thinks he's a private detective.

This isn't to say anything has been stolen in this case, but it is clearly open to abuse.
