Yes, "until" is the pertinent word given this position could be a Development Manager for something that doesn't happen. I guess the "further 5 years" are paid for by the BID and the first year, if what you say is correct, is by the TCP.

If I was a cynic, I might say this might be rushed through so the Parkway businesses have to contribute, yet they won't have a say in the ballot as the development won't be open by then. Personally I don't know if this is even possible.
