The story re suspicious character near Millets states
He was detained by Police Community Support Officers however ,he ran off.
...as villains will.

Therefore, he was not detained by the plastic plods but later on by the real plods. wink.gif

Lucky he wasn't causing someone physical harm.

I believe in most areas these plod impersonators can't use force to restrain or clap in irons etc.

From what I understand they are just a cheap way of having eyes and ears on the street. They have no powers of arrest. Sums up this Country now. Cheap and Plastic.

A civilian can make a citizens arrest and use reasonable force to restrain someone if they suspect him of loss or damage to property. Lots of stories about people sitting on someone until the police arrive. It seems there was more than one PCSO at the scene. What did they do ask him to sit on the naughty step until a police officer arrived?

A lot of the PCSO's are physically 'small' and would not be able to restrain an atheltic young male. This is not their fault.

When did "acting suspiciously" become arrestable?

It isn't, but that isn't what happened.
