Just to add to this snippet, if you check out old maps of Newbury you'll see that that part of town was a bog up until 150 years ago. The water table right where they are digging the car park is normally close to the surface, so it comes as no surprize they found water....
The problem is what happens when you drain water from wet-land is that you get subsidance. Not helped if the buildings backing onto the area are 400 years old with shallow foundations.

The local councillor for that Ward is looking into it, she commented that the normally soggy football ground on Victoria Park is now drying out. A sign that the area around as well as within the building site is directly affected. So everyone, keep your eyes peeled for cracks in the buildings on the Eastern side of Northbrook Street, and a few new dips in Park Way's tarmac. Put it this way, glad I don't live there.....
