I think the function of the WC was to be incorporated into the WBC pavilion which was to be built on the WBC bits of the park, but the NTC didn't want that pavilon and the project would appear to have been abandoned. This NTC pavilion is an altogether different pavilion which will be built on the NTC bits of the park - except at a build cost of £500k it's going to be fairly substantial so like massifheed says it doesn't sensibly leave any room for the WBC one which will inevitably share much of the same function.
