Can somebody PM me the original post? I guess as the BID plan is at a very early stage, it's being kept under wraps. What I would like to know is who is funding all of the surveys and studies into the project, and who is going to meet the cost of holding a vote on the matter. They would have to make it a large area of Newbury as the nationals won't back it as it will cost them more on their business rates. A better idea would be to focus on smaller areas where help is needed, such as the southern part of the town centre. If the council has spend thousands of pounds looking into the bid, that money could of gone towards helping traders.
The main concern of any BID would be that a large chunk of money goes to someone to run the project. If it can be proved that the person running the BID will be paid a low salary or expenses only, then it's worth looking at. But if half of all monies is going on a corporate chief and then other money is spent on going to conferences and etc I just don't think it's worth it. The traders would be better giving these funds to Newbury Events or similar, to put events on that bring people into the town, or specifically areas with low footfall. I fear that traders in areas like Bartholomew Street will be paying more in rates, and still receiving little in the way of support.
