Don't confuse fog lights with Daylight Running Lights. My DRL's are on when heads are not, and they sit in the front fog cluster. they only have a 21w bulb though.
I don't, and I'm not. 'Cause they aren't INCREDIBLY DISTRACTING.
DRLS = ok. not blinding anyone. hardly noticeable to be honest.
foglights = not ok = punch in the face.
People clearly have 1 bulb out and their SIDELIGHTS on and foglights, or alternatively have 1 dipped beam bulb out and then their foglights on. Why. JUST CHANGE YOUR BULB. And even if you can't remove the bulbs because of space (this is a genuine problem for a surprising amount of cars) - DEAL WITH IT. I used to be OK but when I changed my lights, means there's no longer space to change the bulbs with the lights in the car. I can drop my front bumper, remove both my lights and change all the bulbs and put it all back together in under 40 minutes. Not even a quarter of a Saturday mornings work.
Or those who don't even bother with headlights and drive around in the dark without them on. I am behind you flashing away. I go infront of you, flash my fog light, turn my lights off, back on, and again - nothing. No lights at all at 11pm at night.
