Not a good idea as it would have over-run on cost, been delivered late or not at all and worst of all, the planning would have failed to deliver a statue that did what was hoped for.

Says it all really, local authorities cutting back on essential services but can find money down the back of Council plush sofas for bronze statues!

Maybe the statue was found down the back of the sofa ? Found half a crown and well thumbed copy of Practical Woodworker in mine .
