Schedule of payments is published.

Legal bills for March were a further £12,717. This may all be cracks-related, but I understand the Council have some other legal worries too so maybe not all CrackGate.

The Council have withheld the schedule of payments for January and February. I've never known them to do this and it raises the obvious question of what it is they're hiding. Exceedingly shabby to withhold the schedule of payments right before an election.

Perhaps Swift-Hook and chums realise that if they revealed how dishonest and incompetent they had been there would be no chance of re-election.

Indicative of their integrity really isn't it?

I can hardly believe it, but I think that's precisely what has happened. It is just about possible that it was an error and someone just forgot to include the schedule for January and February, but for me the most likely answer is like you say: there were some embarrassing bills which the Council wanted to suppress before the election. Happy to be proved wrong of course.
