In other words break a few bones or kick a few testicles (or both). All the police would do if they caught the culprits is give them a good talking to, and probably give them a good nights kiss and say something profound like "don't do it again silly children or no supper for you!" Which always encourages the kids to pick a life of crime to supplement their income. After all; criminals have rights; just the poor victims who have no such protection. It's true, crims don't respect the law - that's no more than a definition of what a crim is - but then the state punishes criminality. What rights would you rather not have?
