Yes, it is, but Councillors always claim to be acting on behalf of their constituents so must know their ability and willingness to pay. That's what got confirmed in their very recent by election where candidates from the sponsoring party won. Arguably, it's good really, because it clearly demonstrates that even the less well heeled parts of West Berkshire are actually quite well off.
