What with allegedly hassling a dying man for money which might not be owed, and allegedly fining people where they were not entitled (despite being 'tipped-off'), is it not about time the council reviewed some of it's policies? It is definitely looking like a rather mean spirited organisation from where I stand.

Far better if he resigned!

Unfortunately he seems to be a man of little integrity and willing to fleece the residents of West Berkshire for a large salary, and provides little or no value back to West Berkshire.

I'm inclined to agree. After all, the CEO didn't just get his salary, and he must be 'appraised' annually at least. The political leaders are supposed to have the power to hire and fire - so come on lads, show some leadership for once!

So you and Hatter are effectively saying that despite a large salary Carter doesn't have to take responsibility for the organisation?

Looks like we don't need a CEO after all then - that'll be a big saving!

For myself, I've never believed we need a CEO - see many previous threads! This present issue proves the point. Yes, it would be a big saving and in my view, should have been the first.

The CEO is the servant of the political leader, if he isn't, he's acting like a Mayor and that is not the model we chose for West Berkshire.

Yes, he should resign if he performs badly, but then so should his boss for letting him!

Fining people - (oops, levying 'excess charges', not fines) when it was known to be illegal or was likely to be illegal, is arguably fraud and malfeasance in public office. As in the case of the unlit sign on the American Bridge, witholding the charges and not refunding them compounds the crime.

I'd make more of a fuss, but I'm not one of the people caught in these particular incidents, though the council did try to charge me a couple of years ago over parking. I told them that their charges were illegal, and why, and I refused to pay. Nothing more was heard from them.

If the council tries to 'fine' me again, I might point out that I have told them about some of the many flaws in their enactment of parking regulations and signs, and that their continued actions against drivers therefore amount to fraud.

Hopefully, it won't come to that. I try to park sensibly and reasonably.

They are still just staff employed to follow rules. I worked there ten years ago but my mates tell me nothing has changed. You are just expected to do your job. I was told by one team leader that I wasn't paid to think and she wasn't joking. Those at the top decide everything, The only way it will ever change is to get shot of those who run the place at the moment and bring in someone who gets rid of the rest.

The biggest issue is apathy! That and the state in all its forms with a stranglehold on information. They've simply adopted the age old panacea, 'give them bread and circuses' Burger, chips and X.Factor!
