It's from the website in the link I gave under the "dangers" page. Scroll down to where it is headed "The electricity is never switched off".
This site does not give legal jargon but tries to explain the dangers on the railway in layman's term.

I suggest you get two or three large blokes to sit around naked in your garden supping a few beers occasionally - that should put them off...

Yes, you have to have an environment agency rod licence if you are aged 12 or over. Presumably the only people who could ask them to produce one would be either the environment agency officers or the water bailiffs.

More sensibly there is quite an interesting website about the Lambourn, history, restoration and renewal projects.
renewalproject.org.uk and lots of snaps of ducks and water.In fact schools are in on the project trying to grow brown trout.

Despite that I think your unwelcome guests would have gone home with a begonia or two.

It is, although I have a feeling 95% of those 'fishing' between Newbury & Thatcham are without one....
